They were given indeterminate sentences with a minimum of five years in jail and allowed anonymity until they reached adulthood.
The brothers are now free and aged 19 and 17 and have asked the High Court to keep their identities secret for life.
Their lawyers say that they have been rehabilitated and neither "has displayed any aggression or violent behaviour in the community", the Daily Mail reports.
Their case will be heard at the High Court tomorrow, citing several articles of the Human Rights Act.
The father of the 11-year-old victim was left enraged last night.
He told the Daily Mail: "They didn't give a thought to avoiding torture, inhumane or degrading treatment when they did what they did so it's taking the p*** for them to go to court arguing on those lines."
The harrowing court case seven years ago drew parallels with the murder of James Bulger.
The brothers told police they only stopped beating their victims because their arms were aching.
And when the elder was asked how close on a scale of one to 10 they came to killing the lads, he said: "Perhaps eight or nine."
After the brothers had their fill of torture and left the wooded ravine, the younger victim knelt next to his seriously injured friend and asked if he was OK.
The 11-year-old replied: "No. I can't see and I can't move my body. You go and I'll just die here."
The attackers had grown up in a "toxic" household where violence was a way of life.
After their arrest each brother tried to blame the other.
The elder claimed they picked on the youngsters who were out riding BMX bikes because they were bored.
He told a detective: "There were nowt to do."
The court case was shown sickening footage the older brother took of the attack on his mobile phone, including a close-up of one victim's bloody face.
Asked how he felt, he said: "All right...I don't feel sick or 'owt."
He admitted: "We kept stamping on 'em and kicking 'em."
The boy graphically described to police how a broken piece of sink was smashed on to the 11-year-old's head.
He was left in a ditch with life-threatening hypothermia and could have died if he'd been left much longer.
A court heard how the brothers grew up in a nightmare environment where their drug addict mum was regularly beaten by their drunken father in front of them.
The brothers once watched him threaten to "slice her face to bits" with a knife.
Both brothers regularly watched disturbingly violent horror movies at home.
The elder boy also watched his father's porn films and drank vodka and cider.
He also smoked 10 cigarettes a day as well as cannabis from his father's allotment.
The pair were branded "animals" by their own mum, who disowned them after the case.
Before they were even 10 - and old enough to face criminal charges - they had racked up 40 incidents on police files.
Former neighbours said the children had been a constant source of vandalism and thuggery in the area.
One man, who was too afraid to be named, said: "Everyone was scared of them but the police seemed powerless to act."
Another local warned: "They have terrorised this village.
"They will commit murder when they come out. They nearly did it this time..."
